Description/The Office's Mission

Office 22 is responsible for the legal status, organisation and development of human resources; in particular:

• It proposes measures for adapting the organisation to internal and external evolution, also providing for the aspects linked to the dimensioning of the resources;
• In collaboration with the heads of the other offices of the Directorate, it analyses labour processes, giving proposals for rationalisation of the same;
• It manages the legal classification, duties and promotion of personnel, and internal mobility and transfers from and to other administrations;
• It defines the structure and the information content of the personnel database and provides for updating;
• It provides for the personnel selection and recruitment procedures;
• It provides for the application of the human resources performance and potential assessment system, as well as the incentive systems;
• It manages labour relations with personnel and the relative procedures, including those relative to the interruption and suspension of employment;
• It exercises authorisation and inspection activities on personnel relative to incompatibility in the practice of non-institutional activities and in the case of breach of the Code of Conduct pursuant to art. 54 of legislative decree no. 165 of 2001;
• It ensures assistance in disciplinary proceedings against personnel and follows labour litigation relative to recruitment procedures and legal status;
• It ensures personnel development and the analysis of training needs, organising, on the basis of the proposals of the other managements, the relative training offer to be carried out by the Higher School of Economics and Finance;
• It prepares proposals for regulations and administrative provisions regarding personnel management, and provides the basic elements necessary for the syndicated inspection deeds and for those on guidance relative to personnel.
